Postal Services International Ltd. (PSI) was founded in 1997 by its President, David A. Rawnsley, when he left his position as Vice President of A.T. Kearney’s LINX Postal Division, to form a consulting firm that could concentrate on providing specialist postal knowledge to the posts in developing countries. Incorporated in Canada under the Canadian Business Corporations Act (Corporation # 339665-7) PSI’s registered office and main place of business is in Williamstown, Ontario, Canada.

PSI’s focus in recent years has been the development of an affordable electronic mail service that uses wireless technology and takes advantage of the existing postal infrastructure for delivery.

PSI has also been retained by the World Bank to provide in-depth postal knowledge and has completed a diagnostic of the Mali post office on their behalf. PSI has also conducted diagnostic evaluations on SerPost in Peru, AdPostal in Columbia, and SonaPost in Bukina Faso.

Shortly after it was formed in 1998, PSI was chosen by the United States Postal Service (USPS) as a supplier of consulting services in the area of Mail Operations under its “Preferred Partner” purchasing program. PSI has subsequently worked for the USPS on its Delivery Redesign program, its Y2K preparations, a Productivity Improvement program in its Bulk Mail Facilities, and the recalculation of national conversion factors.

PSI has also worked extensively for Canada Post Corporation (CPC).  They developed a Quality Partner Program based on the ISO quality criteria that allowed postal customers, who qualified under the program, to bypass certain receiving controls and integrate their activities with that of CPC for mutual benefit.  PSI also acts as a knowledge resource to CPC on the international mail and postal industry and provides advice with regard to the application of their Collective Agreement.

Analytic Business Services, Inc. (AnaBus) was incorporated in 1999 as a company dedicated to excellence in business analytics. Its current President, Dr. Richard Waterman, has been working in the Postal sector since 1997 when he served as a consultant to the Postal consulting arm of A.T. Kearney. He has worked in both the operations and financial side of the Postal environment.

Since its founding, AnaBus has grown into a provider of analytical consulting and software development services across a broad range of industries, with a special emphasis on the Postal and Pharmaceutical sectors. Through grants, the company has received approximately $1 million (USD) from the U.S. government to fund the development of software. AnaBus' hallmark services focus on infusing the latest technological and analytic advances into producing the best business research results.

Specifically, within the Postal sector AnaBus has provided the lead for teams of postal industry experts, analysts, statisticians and software programmers, through major studies involving complex simulations of financial systems. Most recently (Summer 2005) AnaBus has completed a nationwide operational project establishing conversion rates for first class mail, priority and various mixed mail streams.

Dr. Waterman continues to teach graduate students at the University of Pennsylvania Wharton School of Business. His interest in the opportunity to work with the African Posts stems from 6 years of living and working in Zimbabwe for various international donor organizations.

The company's Chairman of the Board, Dr. Donald Rubin of Harvard University, has also been a long term consultant to the Postal industry.

Pan African Postal Union (PAPU) is a specialized agency of the African Union (AU) with its headquarters in Arusha, Tanzania. PAPU was established with the purpose of securing the organization and improvement of the Postal services within the Continent of Africa, and to this effect promote the development of international collaboration amongst member Postal Enterprises and undertake technical assistance in Postal matters.

 PAPU’s current membership is 43 countries on the African continent.
